Article 1
Purpose. This Decision stipulates the principles, regulations, and measures for safety management of individuals, legal persons, and organizations engaged in the production, import, use, and operational installation, commissioning, and maintenance of special equipment in Laos. Based on compliance with regulations, principles, laws, and national standards (and consistent with regional and international regulations), it aims to monitor, promote, and facilitate the quality of special equipment to ensure user safety, protect life, property, and the environment, and contribute to national economic and social development.
Article 2
Special Equipment Safety Management. Special equipment safety management refers to the organization and implementation of tracking, inspection, examination, issuance of quality verification certificates, and business operation permits for producers, importers, installers, commissioners, maintainers, and users of special equipment, ensuring their correct adherence to principles, regulations, and measures to make their use effective and safe.
Article 3
Definition of Terms.
1. Special Equipment: Refers to boilers, pressure vessels, pressure pipelines, elevators, hoisting machinery, transport cableways, large amusement rides, vehicles operating in specific areas, hazardous chemical storage tanks, and other special equipment that poses risks and may cause unsafety, endangering life, property, and the environment;
2. Quality Verification Certificate: Refers to a quality certification document officially recognized and issued by the special equipment safety management authority, certifying that the special equipment has passed inspection in accordance with technical regulations and national standards;
3. Special Equipment Installation, Commissioning, and Maintenance Business License: Refers to a license issued by the special equipment safety management authority to entities providing installation, commissioning, and maintenance services for special equipment;
4. Special Equipment User: Refers to individuals, legal entities, and organizations that use special equipment in business or non-business activities;
5. Commissioning: Refers to changes in the structure of special equipment, replacement of systems, and enhancement of performance;
6. Maintenance: Refers to replacing parts or repairing a deteriorated piece of equipment to restore it to normal use;
7. Transport Cableway: Refers to cables made of multiple strands of metal wire twisted together, used as ropes in mechanical systems, mechanisms, and other facilities to pull, tow, and transport passengers and various items;
8. Use Mark: Refers to a mark issued by the special equipment safety management authority, to be affixed, hung, or installed on special equipment that has passed inspection and meets standards.
