Articles
Article 1
Purpose. This Decree prescribes the principles, regulations, and measures regarding the management, supervision, and inspection of mine closure work to ensure the efficient and effective remediation and restoration of areas affected by mineral extraction and processing activities, aiming to create safety for humans, animals, and plants and to protect the environment, enabling such areas to generate maximum benefits, contribute to the national socio-economic development, and improve the livelihoods of people in the mining development areas.
Article 2
Mine Closure. Mine closure refers to the process of rehabilitating and restoring the area after the completion of mining operations, in order to return the concession land to the state.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Environment: means the social environment and the natural environment; 2. Investor: means a legal entity that has been correctly registered in accordance with the law and is a party to a mineral development concession contract, including the concession assignee; 3. Mineral Development Concession Contract: means a contract entered into between the Government of the Lao People's Democratic Republic and a company authorized to extract minerals; 4. Stakeholders: means investors, affected communities, the State, and the public whose interests in benefits and losses are related to a mining project.
