Article 1

Article 1. Purpose (Amended)
This law stipulates principles, regulations, and measures for the management, monitoring, and inspection of health and health promotion work, so that such work is implemented effectively, efficiently, continuously, and sustainably, aiming to ensure that citizens have good health and longevity, reduce infection, illness, and death from diseases, align with regional and international standards, and contribute to the defense and development of the nation.

Article 2. Sanitation and Health Promotion (Amended)
Sanitation refers to cleanliness, the removal of substances harmful to health, and practical actions to create conditions conducive to living, helping people maintain good health and prevent diseases.
Health promotion refers to the process of providing knowledge and information to enable people to develop self-care awareness, care for and manage the health of themselves, each family member, the community, and society, through changing perceptions, attitudes, and behaviors, creating a favorable environment, correctly following various principles and methods, cultivating good lifestyles, with health communication and health education as the core, so that everyone achieves good health.

Article 3

Article 3 Interpretation of Terms (Amended)
The terms used in this Law shall have the following meanings:
1. Good health means a state of well-being in physical, mental, spiritual, and social aspects;
2. Creating a favorable environment means establishing conditions to facilitate activities related to health and health promotion;
3. Service premises means hotels, inns, restaurants, entertainment venues, auto repair shops, beauty salons, massage parlors, barbershops, optical shops, fitness centers, and other service premises;
4. Health service premises means hospitals, clinics, pharmacies, and medical centers;
5. Public places means religious sites, cemeteries, memorial sites, parks, tourist attractions, stadiums, clubs, airports, piers, passenger terminals, and other public premises;
6. Pollutants means chemical substances, radioactive substances, dust, smoke, as well as noise, light, odors, vibrations, and heat, dispersed in air, soil, or water, with concentrations exceeding national environmental standards or national pollution control standards, originating from natural or human sources, affecting the health, life, and environment of humans, animals, and plants;
7. Water quality monitoring means tracking, inspecting, collecting data, measuring, evaluating, and reviewing drinking water and domestic water in accordance with standards set by the Ministry of Health;
8. Greenhouse gases means various gases emitted naturally or generated by human activities, rising into the atmosphere and forming greenhouse gases;
9. Hazardous substances means substances or compounds toxic or harmful to the health of humans, animals, and plants, and to the environment, such as arsenic, lead, zinc, asbestos, etc.;
10. Non-communicable diseases means cardiovascular diseases, cancer, diabetes, and other diseases arising from behavioral, environmental, or genetic factors;
11. Nutrition means the process of producing, distributing, and processing food to meet standards, as well as consuming safe, beneficial, diverse, and balanced food;
12. Sanitary principles means rules and measures established by the Ministry of Health to be followed to prevent the occurrence and/or outbreak of diseases and ensure health for all;
13. Waste means waste oil, garbage, sewage, human or animal feces, pathogens, radioactive substances, toxic substances, or other materials that may generate or cause diseases and affect health;
14. Food handlers means persons directly engaged in food service work, those handling food or utensils and other food-related equipment, and other persons involved in food production, processing, and service;
15. Infant means a child from birth to twelve months of age;
16. Young child means a child aged over twelve months to thirty-six months.
