Articles

Article 1

Purpose. This Law prescribes principles and regulations on the management, supervision, inspection, and evaluation of the operation and use of the Science and Technology Development Fund, to ensure efficient and effective management and use of the Fund, aiming to secure a stable source of funding for research and development in science, technology, and innovation, thereby contributing to the national economic and social development.

Article 2

Science and Technology Development Fund. The Science and Technology Development Fund, abbreviated as "STDF," is an organization established by the State, aiming to raise funds from domestic and foreign sources and accumulate capital to invest in research and development of science, technology, and innovation, making it efficient and sustainable.

Article 3

Interpretation of Terms. Terms used in this Law shall have the following meanings: 1. Research and Development: Refers to systematic research to improve scientific knowledge, develop existing technologies into new knowledge, new methods, or new technologies, for application in designing and producing new products serving society; 2. Science and Technology Services: Refers to various service activities such as intellectual property, standards and metrology, knowledge provision, technical method consulting, training and capacity building, and dissemination of information and data on scientific and technological research and development results; 3. Management and Administration: Refers to the administrative management and operation of all fund activities in accordance with plans, programs, and work approved by the Fund Management Board; 4. Research Project: Refers to scientific, technological, and innovative research and development that uses the fund, has a purpose, objectives, expected outcomes, and a start and end implementation time; 5. Science and Technology Fees: Refers to administrative management fees collected by the fund through its departments, in the form of issuing certificates and various permits, from individuals, legal entities, or organizations engaged in scientific and technological work; 6. Science and Technology Professional Service Fees: Refers to fees for services utilizing research results from the fund and services in science, technology, and innovation.
