Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for the management, supervision, and inspection of energy conservation and energy protection work, aiming to organize the implementation of such work efficiently and effectively, with the goal of reducing energy costs, minimizing environmental impacts, promoting sustainable development, improving the living standards of people of all ethnic groups, and contributing to the national socio-economic development.
Article 2
Energy conservation and energy protection. Energy conservation refers to the efficient use of energy in daily life, commodity production, and services to achieve maximum benefits, employing technologies that consume less energy while maintaining the same level of benefits. Energy protection refers to the use of energy in appropriate amounts in daily life, commodity production, and services to avoid exceeding demand, achieved through changes in energy consumption behavior and energy management methods.
Article 3
Definition of terms. The meanings of the terms used in this Decree are as follows: 1. Energy: refers to the capacity existing within an object to generate power and be used over a period of time or distance, measured in joules (J), including renewable energy and non-renewable energy; 2. Renewable energy: refers to energy that is continuously generated or produced through slow cycles, derived from wood, firewood, husks, sugarcane, plant waste, biogas, hydropower, solar energy, geothermal energy, wind energy, surface and underwater waves, etc.; 3. Non-renewable energy: refers to energy that is depleted once used, derived from coal, petroleum fuel oil, natural gas, nuclear energy, and other sources; 4. Fuel: refers to a substance that can be burned or chemically reacted to produce energy, such as coal, oil shale, oil sands, petroleum fuel oil, natural gas, liquefied petroleum gas, synthetic gas synthesized from coal or waste, wood, firewood, husks, sugarcane, and other material waste; 5. Petroleum: refers to oil extracted from rock formations or liquid flammable crude oil, naturally occurring substances that, after refining, yield other products such as liquefied gas, gasoline, aviation kerosene, lamp kerosene, diesel, fuel oil, and other oil products; 6. Factory owner: refers to a business owner responsible for personally managing the factory or hiring others to manage it; 9. Production line: refers to a production process involving sequential operations of machinery and personnel, with gradual flow through production line steps; 10. Building owner: refers to a person responsible for managing a building or hiring others to manage it; 11. Public place: refers to a place accessible to all, such as parks, sports fields, streets, parking lots, squares, and other areas equipped with lighting; 12. Energy-using equipment and appliances: refer to wires, transformers, circuit breakers, and power control systems, as well as lighting fixtures, air conditioners, steam boilers, machinery, electric motors, and other equipment; 13. Transport vehicles: refer to various powered machines used for transporting passengers and goods; 14. Transport: refers to moving goods and people from one place to another by land, water, rail, or air, using various types of transport vehicles.
