Article 1

Article 1 Purpose. This Agreement stipulates the principles and systems concerning the management of the Sustainable Agriculture Promotion Fund (Agriculture Promotion Fund), aiming to raise, mobilize, and accumulate funds to support and promote farmers, production groups, cooperatives, associations, and agricultural business entrepreneurs in transforming agricultural production into commercialized production, achieving sustainable development.

Article 2

Article 2 Definitions. Sustainable Agriculture Promotion Fund refers to a joint fund established jointly by public and private institutions, formed by voluntary contributions from farmers, production groups, cooperatives, associations, and agricultural business entrepreneurs within Xayaboury Province, in accordance with prescribed amounts, used to support and promote agricultural production towards greater commercialization and sustainable development.

Article 3

Article 3. Interpretation of Terms. 1. Sustainable Agriculture Promotion Fund, abbreviated as "ກສຍ" (Agricultural Promotion Fund). 2. Sustainable agriculture means continuous production with ongoing technical improvements, having no negative impact on producers and consumers, and no adverse effects on nature (land, water sources, and air). 3. Management-Administration refers to the internal management, supply, coordination, and administrative work of the Agricultural Promotion Fund. 4. Conditional fund users refer to farmers, production groups, cooperatives, agricultural business entrepreneurs, and state organizations. 5. Production promotion activities refer to technical training, administrative management, provision of loans, price guarantees, and emergency relief. 6. Group refers to an organization voluntarily formed by farmers to jointly carry out activities such as cultivation, animal husbandry, fisheries, processing, and agricultural services. 7. Agricultural production group refers to a small farmer organization that, after a learning and training process, is voluntarily and properly established in accordance with the standards and conditions set forth in Agreement No. 2984 of the Ministry of Agriculture and Forestry, aiming to collaborate in production planning, securing funding sources, jointly procuring production inputs and processing, jointly selling products, and providing mutual social welfare assistance among members and their families. 8. Agricultural production cooperative refers to a joint enterprise organization voluntarily and properly established by farmers in accordance with the standards and conditions set forth in Agreement No. 2983 of the Ministry of Agriculture and Forestry, aiming to collaborate in commercial agricultural production and provide services such as supply of production inputs, credit, and product sales, while ensuring social welfare among members and their families.
