Article 1 Purpose. This Agreement stipulates the principles, systems, and measures concerning the management of provincial roads, formulated in accordance with various laws, normative documents below the level of law, and the special circumstances of this Province, aiming to cultivate the awareness of all personnel and all sectors of society, enabling them to be conscious, participatory, and to manage, repair, and protect the entire provincial road network in a unified and responsible manner, with a view to achieving efficient, optimal, and sustainable use, thereby contributing to the Province's economic and social development planning, budget planning, and national defense and public security maintenance efforts.

Article 2. Definitions. Highway management refers to the centralized and unified management of the use of highways within the entire province in accordance with laws and regulatory documents below the level of laws, in order to ensure that roads constructed with a substantial budget invested by the state can maintain good quality for a long time in all seasons, achieve maximum benefits, ensure smooth traffic, and follow the direction of green, clean, and sustainable development.

This province encourages and supports, by providing budget investment in the construction and repair of the provincial road system, equipping materials, vehicles, machinery, and tools, carrying out professional technical development, enhancing capacity, and mobilizing the public to strengthen legal awareness and participate in road protection, to ensure that existing roads can be used efficiently and optimally for a long time, and to develop provincial roads with self-raised funds, expand the provincial road network to make it broader and interconnected throughout the province.
