Articles

Article 1

Purpose. This Agreement stipulates the management principles, regulations, and measures concerning the provision and use of electronic signature services, in order to promote business operations in this field to be standardized, correct, compliant, modern, secure, and convenient, aiming to protect the legitimate rights and interests of the State, individuals, legal persons, and organizations, ensure national stability, social peace and order, and contribute to the national economic and social development.

Article 2

Provision of electronic signature services. An electronic signature refers to characters, marks, digital symbols, sounds, or other things generated in electronic form and attached to electronic data, used to indicate and confirm the identity of the signatory and the correctness of that data. Electronic signature business operation refers to the management of the certification, provision, and use of electronic signatures for individuals, legal persons, and organizations.

Article 3

Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Subscriber or Electronic Signature Certification Certificate Holder refers to individuals, legal persons, and organizations that use electronic signature services; 2. Public Key refers to a non-confidential security code that may be disclosed to the public and is used to encrypt information data before it is transmitted through a computer system; 3. Private Key refers to a unique security code used to decrypt the key paired with the public key; 4. Key Pair refers to the private key and public key used in public key infrastructure technology; 5. Certificate refers to an electronic document that certifies the relationship between the subscriber of the certification service and the holder of the public key, and such electronic document must comply with ITU-T standards; 6. Certificate Policy refers to a document that sets forth the service policies of the electronic signature certification service provider, including the manner of application and use of electronic signature certification certificates; 7. Registration Authority refers to the personnel (RA) responsible for coordinating with the registration service provider, who, when an individual applies to use the service or declares an electronic signature, performs duties by verifying and confirming the correctness of the information provided by the service user; 8. Public Online Service System refers to a technical system through which state organizations provide services via the internet. (Pursuant to Decree No. 412/lb of November 10, 2016, on the Internet Information Center: the provision of services by state organizations via the internet means that authorized state organizations, through the internet and within their scope of authority, provide services to individuals, legal persons, and organizations at home and abroad concerning the approval, confirmation, or provision of various types of information with legal value.)
