Articles

Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures for managing, tracking, and inspecting the use of the modern office system, in order to facilitate convenient, rapid, time-saving, and cost-effective use of the system, ensure the security of official documents, and aim to promote the widespread application of the system at central and local levels, so as to participate in national administrative management with high efficiency and effectiveness.

Article 2

Modern Office System. Modern office refers to the introduction of information and communication technology into the management and administration of office work, assisting in the management, archiving, tracking of incoming and outgoing documents, assignment of tasks, and communication in electronic form, thereby facilitating office management. The modern office system refers to programs or applications operating on computer and mobile phone systems, used for the management and administration of office work in electronic form via the internet or intranet.

Article 3

Definition of terms. The terms used in this Agreement have the following meanings: 1. Web browser refers to a computer program used by a user to open or access data, capable of interacting with information stored on websites (written in specific languages such as HTML, hosted on network hosts or web servers); 2. Security refers to the security of modern office systems, including the security of equipment such as servers, software, computer networks, and the data and documents transmitted and received via the modern office system; 3. Password refers to a code composed of numbers, uppercase and lowercase letters, or various symbols, used for identity verification, kept confidential to prevent others from accessing data; 4. Service provider refers to the person responsible for providing, installing, servicing, and tracking the use of the modern office system; 5. Service user refers to staff members—civil servants—of Party and state organizations and institutions authorized to use the modern office system; 6. System administrator refers to the person responsible for managing and maintaining user data, database systems, and other software systems related to the modern office system; 7. Authentication refers to the confirmation of a person's correctness and authenticity regarding specific data or documents; 8. SSL (Secure Sockets Layer) refers to a system that protects the security of data transmitted over the Internet in accordance with international standards, ensuring security, preventing data loss, and interception during transmission; 9. Intranet refers to an internal network system within an organization, serving as an internal service and interconnecting various computer systems, similar to the Internet, but limited to use by the organization's internal staff.
