Articles

Article 1

Purpose. This Decision stipulates the principles, regulations, and measures for the monitoring, inspection, and management of licenses for internet service operations, in order to ensure that internet services are correct and standardized, promote high-quality, convenient, fast, secure, and widespread use of the internet, and contribute to the mission of defending and developing the country.

Article 2

Internet Service Business License. An Internet service business license refers to the permission granted by the postal and telecommunications authority for individuals and legal entities to engage in the business of providing Internet services to individuals, legal entities, and organizations.

Article 3

Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Internet Services means a form of telecommunication service that provides users with the ability to access the Internet via wired or wireless means; 2. Internet Service Provider (ISP) means a service provider that provides users with an Internet connection enabling them to access the Internet; 3. Internet Service User means an individual, legal entity, or organization that accesses the Internet in various forms for the purpose of reading, writing, sending, or forwarding information via the Internet; 4. Wired Connection means a connection using various types of cables capable of transmitting Internet signals (such as DSL, xDSL, etc.); 5. Wireless Connection means a connection using radio communication frequencies as the medium for transmitting Internet signals (such as WiFi, WiMAX, satellite, 3G, 4G, 5G mobile phone systems, etc.).
