Article 1

Article 1. Purpose
This Law stipulates principles, regulations, and measures concerning disaster management to ensure that such work is organized and implemented efficiently, effectively, and modernly, ensuring the rapid and accurate provision of information, aiming to prevent and mitigate the impacts of disasters on people's health, lives, the State, collective and people's property, the environment, and infrastructure, and to carry out restoration, remediation, and reconstruction after disasters, capable of integration with the region and internationally, contributing to economic and social development in a green and sustainable direction and to national security.

Article 2

Article 2. Disaster Management
Disaster refers to a serious hazardous event caused by natural and/or human factors, resulting in significant losses to human health, life, property, economy, and livelihood in society over the short and long term.
Disaster management refers to the implementation of principles, regulations, and measures concerning disaster prevention, control, and post-disaster recovery, making them effective and in accordance with the law.

Article 3

Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Natural disaster refers to events, phenomena, and changes in nature, mainly including floods, droughts, storms, cold disasters, earthquakes, landslides, pest infestations, and epidemics;
2. Man-made disaster refers to environmental emergencies and dangers caused by human actions, mainly including fires, forest fire spread, dust, radioactive substances, chemical leaks, unexploded ordnance, and accidents;
3. Hazardous event refers to a phenomenon or situation that causes damage or significant loss to a certain area;
4. Severe disaster refers to a disaster occurring in a certain area that causes losses to health, life, property, economy, society, and the environment, exceeding the response capacity of the provincial administrative authority;
5. Disaster risk refers to the possibility of an event that may occur due to natural and/or human factors and will cause losses;
6. Raw data refers to data, databases, or figures obtained through censuses and administrative reports that have not yet been analyzed, studied, or verified.
