Articles

Article 1

Purpose. This Decree stipulates principles, regulations, and measures for the management, monitoring, inspection, and supervision of ethnic affairs work, so that such work is implemented efficiently, ensuring that ethnic groups live in harmony, equality, mutual respect, and mutual assistance, guaranteeing the participation of all ethnic groups in the protection and construction of national development, and protecting the legitimate rights and interests of ethnic groups in accordance with the Constitution and laws of Laos.

Article 2

Ethnic Affairs. An ethnic group refers to a group of people possessing a unique spoken language, historical origins linked to their ethnic name, and shared customs, habits, traditions, and culture, who, through a long evolutionary process, are closely connected and form an inseparable unified Lao family of ethnic groups. Ethnic affairs refer to the state's management activities concerning ethnic groups, such as formulating policies and regulations, and creating favorable conditions in all aspects to protect and develop all ethnic groups, enabling them to live stably and grow continuously on the land of Laos, in unity, equality, mutual respect, mutual assistance, and common progress.

Article 3

Interpretation of Terms. The terms used in this Decree-Law shall have the following meanings: 1. Dignitary refers to a person of influence, possessing theoretical or practical knowledge, respected by society, capable of uniting and providing guidance to the people of all ethnic groups; 2. Unity refers to mutual respect, mutual affection, and mutual assistance based on the Party's policies, guidelines, and national laws; 3. Equality refers to the equality of Lao citizens of all ethnic groups in terms of rights and obligations towards the State, as well as equality in the enjoyment of rights and interests in politics, economy, society, culture, national defense, security, and daily life in accordance with the Constitution and laws, without any discrimination; 4. Custom (ຮີດ) refers to festivals or ceremonies held in each month of the annual cycle; 5. Practice (ຄອງ) refers to the duties mutually observed among individuals, villages, and families; 6. Tradition refers to the norms of conduct that people have followed from ancient times to the present; 7. Festival refers to various traditional ethnic or local celebrations and festivities; 8. Exhibition refers to a display of products, goods, or activities organized by the public at a certain venue on a non-regular, non-traditional basis, with official approval, for public viewing, buying, selling, exchanging, etc.; 9. Lineage refers to a small unit of the same bloodline based on paternal descent.
