Summary
This Decree prescribes principles, regulations and measures for the management, supervision, promotion and encouragement of lifelong learning, covering teaching and learning, assessment, recognition, certification, equivalence and credit transfer in formal, non-formal and informal settings, aiming to provide all Lao citizens with opportunities to upgrade their qualifications and capacities.
Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the management, supervision, inspection, promotion, and encouragement of lifelong learning work, aiming to ensure uniformity and quality in teaching and learning, assessment, recognition, certification, equivalence of educational qualifications, and credit transfer for learning outcomes acquired from both in-school and out-of-school learning (including informal learning). This is intended to provide all citizens of the Lao People’s Democratic Republic with opportunities to enhance their educational qualifications, knowledge, professional capabilities, and work proficiency, and to possess revolutionary moral qualities, enabling them to integrate with the region and internationally, thereby contributing to the country’s socio-economic development.
Article 2
Lifelong Learning. Lifelong learning means education that integrates formal education with non-formal education (including incidental learning), aimed at enabling all persons (regardless of gender) to acquire learning throughout their lives, in order to build a knowledge-based society in accordance with development needs.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Adjustable learning: refers to forms and methods of teaching and learning that can adjust the time of teaching and learning, the duration for completing the study, the learning location, and other conditions that facilitate learners; 2. Assessment: refers to the process of collecting relevant information through various methods (such as inspections, tests, examinations, etc.) to evaluate learners' learning outcomes; 3. Full-time teacher: refers to personnel who perform teaching duties in public and private lifelong learning institutions, impart knowledge to learners, and have standards, ranks, teacher titles, rights, duties, and obligations, and enjoy policy benefits as stipulated by the Education Law; 4. Invited teacher: refers to personnel invited from within or outside the country to impart knowledge to learners in the teaching methods and forms prescribed by the curriculum of lifelong learning institutions, having standards, ranks, teacher titles, rights, duties, and obligations, and enjoying policy benefits as stipulated by relevant laws and regulations; 5. Learning outcomes: refers to the knowledge, abilities, skills, or academic qualifications acquired from in-school education, out-of-school education, and incidental learning.
