Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the establishment, operation, management, and follow-up inspection of security enterprises to ensure that security protection is efficient and effective, aiming to maintain political peace and social order, ensure safety and stability, align with regional and international standards, and contribute to the national socio-economic development.
Article 2
Security enterprise. A security enterprise is a type of controlled business, an operational organization with legal personality, performing the duty of providing protection services for public security, safety, and order to individuals, legal entities, and organizations.
Article 3
Interpretation of Terms. The terms used in this Decree have the following meanings: I. Controlled business: refers to businesses with a high degree of sensitivity, such as those sensitive to national stability, social order, national fine customs, and the environment, which require prior review and approval by relevant authorities before enterprise registration; II. Administrative management of security forces: refers to the organization, leadership, management, monitoring, and inspection of service activities carried out by security forces to ensure their effectiveness; III. Auxiliary equipment for security forces: refers to tools and equipment provided to security forces, such as two-way radios, batons, flashlights, handcuffs, handheld metal detectors, weapons, and other equipment; IV. Ceremonial subjects: refers to the salute rhythm, parades, and various formations of the security forces to demonstrate their strength and discipline, ensuring uniformity, aesthetics, and comprehensive modernization in the performance of their duties.
