Article 1
To: Director of the Provincial Military Command, Director of the Provincial Security Maintenance Command, District Governors of the five urban districts, Heads of various departments and equivalent-level agencies, and individuals, legal entities, and ethnic groups nationwide using various types of motor vehicles. Pursuant to Article 20 (amended) of Part IV of the Law on Local Administration (Revised Version) No. 68/ສພຊ dated December 14, 2015, concerning the powers and duties of Provincial Governors and Mayors of Capital Cities; Pursuant to the Decree on Road Fees No. 001/ປປທ of the President of the State dated September 20, 2017; Pursuant to the Guidelines for Implementation of the Decree on Road Fees No. 3455/ກງ dated October 10, 2017; Pursuant to the Notice of the Prime Minister’s Office No. 1857/ຫສນຍ dated August 6, 2020, on the Implementation of Payment of Road Fees. In order to implement the Decree on Road Fees No. 001/ປປທ of the President of the State dated September 20, 2017, and various regulations related to the payment of road fees, ensuring their unified implementation nationwide, particularly in our Attapeu Province, thereby encouraging and promoting individuals, legal entities, agencies at all levels, and ethnic groups using motor vehicles to comply with legal channels, actively fulfill obligations, and strive to exceed revenue targets on the basis of accuracy, completeness, and timeliness, the Provincial Governor hereby issues the following order.
Article 2
Assign the Director of the Provincial Military Command, the Director of the Provincial Security Command, the Heads of the five urban district administrations, the Heads of various departments, bureaus, and equivalent-level agencies, as well as individuals, legal entities, and people of all ethnic groups within the province who use various types of motor vehicles, to proactively promote inspection and collect statistical information on all types of vehicles (public and private vehicles) under their jurisdiction, and to promptly complete the annual road fee payment (except for vehicles exempted under Article 6 of the Road Fee Decree No. 001/ປປທ dated September 20, 2017, of the President of the State).
Article 3
Annual road fees shall be paid through the banking system (Lao Foreign Trade Public Bank) via various channels prescribed by the bank, namely: payment through the bank counter system, payment through mobile applications, payment through ATMs, payment through self-service terminals, payment through authorized service points; in addition, payment may also be made at service points of the Provincial Tax Department and the five urban district tax offices.
