Article 1

Pursuant to the Law on the Making of Legislation No. 19/NA, dated July 12, 2012; Pursuant to the Decree on the Organization and Activities of the Ministry of Home Affairs No. 253/PM, dated August 19, 2011; Pursuant to the Decision on the Organization and Activities of the Gazette Agency of the Ministry of Home Affairs and Regulatory Impact Assessment No. 368/PM, dated March 22, 2016. Since its establishment was approved by the first session of the 11th National Assembly on June 15, 2011, and its operation under Decree No. 253/PM dated August 19, 2011, the Ministry of Home Affairs has consistently placed high importance on making significant contributions according to its political duties, especially the work of formulating and amending various regulations, which has increasingly improved; in the past five years (2011 to present), the Ministry of Home Affairs has promulgated over 3,600 regulations (decisions, orders, and guidelines) with legal effect within the central and local domestic affairs systems according to its authority. Various operational departments have also made efforts to disseminate, guide, and implement them in various ways according to their respective duties. However, the work of propaganda and dissemination, as well as the implementation of the Prime Minister's Order No. 38/PM (October 17, 2007) on focusing on propaganda, dissemination, and education to foster respect for the law, still has many limitations, partly because various regulations and rules have not yet been published on the internet (website), especially the government's internet (website). Given that Articles 80 and 82 of the Law on the Making of Legislation No. 19/NA, dated July 12, 2012, stipulate regarding legal effect and the government gazette that for a regulation to have legal effect after promulgation, it must be published in the government gazette. Therefore, the Minister of Home Affairs hereby provides the following guidance on publishing various regulations of the Ministry in the government gazette.

Article 2

Purpose and Expectations (Objectives, Goals): This guideline aims to further clarify the significance and importance of the Government Gazette work, particularly the organization and implementation of this work by the Ministry of Interior, to provide a basis for the organization and execution of work by all agencies under the Ministry and organizations within the system of agencies under the Ministry of Interior. This guideline stipulates details and specific matters, intending to facilitate the smoother and clearer performance of professional duties for civil servants responsible for regulatory affairs, and liaison officers for Gazette work in departments and equivalent units, especially in the organization, implementation, and reporting of Gazette work by the Ministry of Interior. Although this guideline primarily concerns agencies under the Ministry of Interior, it also includes a small amount of content related to local administrative bodies, particularly the Provincial Department of Interior and District Office of Interior, to inform, understand, and engage them in promoting the widespread adoption of this work throughout society.
