Article 1
Purpose: This Agreement stipulates the establishment, functions, duties, scope of authority, organizational structure, principles, and working methods of the Ministry of Interior Gazette (Administrative Affairs Record) Work and Regulatory Impact Assessment Agency, serving as the basis for the organization and operation of this agency, aiming to implement the Ministry of Interior Gazette (Administrative Affairs Record) Work and Regulatory Impact Assessment Work efficiently and with high quality.
Article 2
Establishment and functions: The agency responsible for the Ministry of Interior's gazette (administrative records) work and regulatory impact assessment refers to the unified leadership responsibility group, professional leadership team, and civil servants specified in Articles 5 and 6 of this agreement, whose function is to serve as an advisory assistant to the Ministry of Interior's leadership in gazette (administrative records) work and regulatory impact assessment work.
Article 3
Duties: 3.1 Study, disseminate, and implement the Party's guidelines and policies as well as the state's laws and regulations concerning the work of the Official Gazette (Government Affairs Records); 3.2 Formulate phased activity plans for the work of the Official Gazette (Government Affairs Records) and the assessment of the impact of regulations within the Ministry of Interior, and submit them to higher authorities for review; 3.3 Study and draft various agreements, orders, directives, and management regulations to promote the work of the Official Gazette (Government Affairs Records) and the assessment of the impact of regulations, submit them to the leadership of the Ministry of Interior for approval when performing professional duties, and promulgate and implement them within the scope of responsibilities; 3.4 Guide and facilitate the departments/units equivalent to departments within the Ministry of Interior and relevant agencies to publish newly enacted, amended, and promulgated regulations of general binding force in the Government Affairs Records, and prepare regulatory impact assessment reports for draft regulations that are newly enacted, amended, or upgraded; 3.5 Compile, screen, and organize the regulations of general binding force promulgated by the Ministry of Interior and new draft regulations, and submit them to the management agency of the Government Official Gazette (Government Affairs Records); 3.6 Before the departments/units equivalent to departments within the Ministry of Interior submit documents to the management agency of the Government Official Gazette (Government Affairs Records) and the Government Center for Regulatory Draft Impact Assessment, study and review the content of various documents related to the work of the Official Gazette (Government Affairs Records) and the impact assessment of draft regulations; 3.7 Study and submit proposals to the leadership of the Ministry of Interior to request relevant or competent agencies to amend, suspend, or newly enact regulations regarding the impact assessment of various draft regulations, ensuring the efficient and high-quality performance of the above work; 3.8 Supervise, track, and guide the regulatory work coordinators of the departments and units equivalent to departments within the Ministry of Interior to carry out the work of the Official Gazette (Government Affairs Records) and the impact assessment of draft regulations; 3.9 Efficiently use the budget, equipment, and tools allocated by higher authorities, ensuring long-term benefits based on the principle of diligence and frugality; 3.10 Periodically summarize and report to the leadership of the Ministry of Interior, and perform other duties assigned by higher authorities.
