Article 1
Purpose. This Agreement stipulates the principles, regulations, and standards for the management, quality supervision, inspection, and development of government websites, serving as the basis and foundation for each government agency to build and develop its own department’s website system, enabling efficient operation and ensuring security, aiming to promote the unified and centralized development and use of the aforementioned system in accordance with established objectives, and to enhance the level of information dissemination and provision to society more broadly through government websites, moving towards international standardization.
Article 2
Government Website Standards. Government website standards refer to the provisions made regarding the principles, content composition, attributes, characteristics, and structure (including information security protection policies) of government websites, serving as the basis for unifying, managing, and supervising and inspecting various government websites, ensuring their consistency, contemporaneity, security, and ability to provide complete information.
Article 3
Term Interpretation. The terms used in this Agreement shall have the meanings set forth below: 1. “Website” refers to an information system composed of one or more web pages created to present information via the Internet; 2. “Government Website” refers to a government website that provides information services and handles various affairs for the public through web pages; 3. “Web Page” refers to an electronic layout presented via the Internet in the form of text, numbers, symbols, static images, dynamic images, sound, video, and other formats; 4. “Internet” refers to a communication network system capable of transmitting information to each other, whether images, sounds, or videos, which may be transmitted via wired or wireless means; 5. “Site Map” refers to a diagram of a website that displays the overall structure of the website, facilitating easier information retrieval; 6. “Web Board” refers to an electronic message board for exchanging information between service users and information managers and publishers; 7. “Domain Name” refers to a name used to replace Internet numerical identifiers for ease of memorization and use; 8. “Server” refers to a computer system with powerful processing capabilities (information processing), connected via a network and installed with software and various programs, including a Database Server, Web Server, Mail Server, File Server, etc.; 9. “Service Provider” refers to a person who provides website hosting services or domain name registration services; 10. “Service User” refers to a government agency that is the owner of a website or the owner of a domain name.
