Article 1
Purpose
This Decree establishes the principles and regulations concerning professional titles for teachers in higher education institutions, serving as a basis for higher education institutions and related organizations to implement in a unified, transparent, quality, and effective manner, aiming to promote the development of teachers in higher education institutions, enabling their participation in the national socio-economic development and alignment with regional and international standards.
Article 2
Professional Titles for Teachers in Higher Education Institutions
Professional titles for teachers in higher education institutions refer to the academic titles of full-time and part-time teachers who fulfill duties such as teaching, imparting knowledge, imparting professional competencies to learners, and engaging in scientific research, with outstanding performance, including professional titles for teachers awarded in recognition of honor.
Article 3
Definition of Terms
The terms used in this Decree shall have the following meanings:
1. Full-time teacher refers to a person who performs full-time teaching duties at a higher education institution, delivers a course according to the teaching plan, and is simultaneously responsible for training, serving as an advisor to students and researchers, conducting scientific research, and carrying out other tasks assigned by the higher education institution;
2. Part-time teacher refers to a person invited from outside, not affiliated with the relevant higher education institution, who comes to teach occasionally or during a specific period in various teaching forms according to the teaching plan, imparting knowledge to students and researchers;
3. Teaching performance refers to actual teaching evidence that demonstrates the teaching ability and quality of a person applying for a professional title for teachers;
4. Academic performance refers to documents or evidence created by a person applying for a professional title for teachers through study and research, based on their knowledge, ability, skills, and experience, which are applied in practical work and beneficial to educational development and academic progress, such as: teaching support materials, lecture note support materials, textbooks, academic papers, and research papers;
5. Specialized committee refers to a committee appointed by the Dean of the relevant faculty, established to evaluate the performance and revolutionary moral qualities of applicants for professional titles for teachers at the faculty level, composed of the Deputy Dean for Academic Affairs, the Head of the Department, teachers, and representatives of mass organizations.
