Article 1
Article 1 (Amended) Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, and inspection of vocational education work, in order to render such work effective, aiming to build and develop the Lao labor force to possess knowledge, capabilities, professional skills, and labor discipline, meeting the demands of domestic and international labor markets, capable of integrating with the region and the international community, and contributing to the national socio-economic development.
Article 2
Article 2 (Amended) Vocational Education
Vocational education refers to technical vocational education and vocational skills training, aimed at cultivating and developing learners so that they acquire knowledge, abilities, professional proficiency skills, work discipline, professional ethics, and the capacity for employment.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Regular course refers to a specialized course organized in a general manner within the school system;
2. Bridging course refers to a course for vocational learners to continue learning or to upgrade their level in their original field of study;
3. Module refers to a complete learning unit in terms of knowledge, abilities, labor discipline, and certain job competencies;
4. Credit refers to a unit of measurement indicating the learning volume of each subject;
5. Vocational education qualification refers to the academic level of vocational education and vocational skills training;
6. Learner with difficulties refers to persons with disabilities, injured persons, persons undergoing correction, detainees, or persons undergoing labor reform;
7. Disadvantaged person refers to a person with economic difficulties or lacking conditions to receive education;
8. Labor unit refers to an industrial, commercial, production, trade, or service unit in various economic and social sectors registered in accordance with the law;
9. Labor discipline refers to the disciplinary system in the labor process;
10. Three major educational characteristics refer to nationality, scientific and modern nature, and mass character;
11. Five basic educational contents refer to moral education, intellectual education, labor education, physical education, and art education;
12. Self-directed learning refers to self-study and self-research through various methods (including via various media), without restrictions on time, content, or learning location;
13. Vocational education personnel refers to management personnel, professional technical personnel, vocational teachers, and vocational learners;
14. Vocational group unit refers to a vocational industry organization composed of representatives from both public and private sectors, aimed at promoting and developing vocational education work;
15. Test taker refers to a person who comes to test their knowledge, abilities, professional skills, and competencies in a certain vocational field.
