Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the management, monitoring, evaluation, and inspection of animal feed, aiming to ensure that feed possesses quality, meets standards, guarantees safety, and has nutritional value, with the objective of protecting and promoting the livestock sector in the Lao People's Democratic Republic, expanding its development, achieving transformation, enhancing food security, and forming commodities, thereby strongly integrating into the national socio-economic development in a green and sustainable direction.
Article 2
Animal feed. Animal feed refers to substances that are edible for animals, including those processed into finished products, semi-finished products, or unprocessed materials, which may be used for raising animals to obtain desired outputs.
Article 3
Interpretation of Terms. The terms used in this Law have the following meanings: 1. Animal means animals as defined in the Law on Livestock and Veterinary Medicine, and includes aquatic animals as defined in the Law on Fisheries; 2. Hazard Analysis and Critical Control Point system (HACCP) means a system established to assess and control critical points that pose hazards to food safety; 3. Feed additive means a substance added to feed to impart shape, taste, color, etc., to the feed product. Feed additives do not include medicinal substances incorporated into feed for the prevention or treatment of animal diseases; 4. Finished feed means feed that has undergone a complete processing procedure in a factory and can be directly used for feeding animals; 5. Semi-finished feed means feed ingredients that have undergone a certain processing procedure in a factory but cannot be directly used for feeding animals and require further processing before use, such as concentrated feed and premix feed; 6. Unprocessed feed means feed plants or feed ingredients that have not been processed in a factory but can be used for feeding animals, such as plants, grass, products or residues from agriculture and processing industries (fresh, dried, or ensiled); 7. Counterfeit feed means feed that uses ingredients other than those registered as components, or feed that imitates genuine products, or feed with labels or trademarks that deceive users into believing it is genuine; 8. Spoiled feed means feed that is expired, moldy, rotten, or putrid, or feed mixed with toxic substances, as well as feed contained in packaging containers prohibited by the Ministry of Agriculture and Rural Development; 9. Operator means a natural person or legal entity holding a valid enterprise registration certificate or investment license and business license issued by the relevant authority; 10. Licensee means a natural person, legal entity, or organization that has lawfully obtained permission from the feed management authority under this Law to engage in feed-related business.
