Articles

Article 1

Purpose. This Decree stipulates principles, regulations, and measures concerning the management, development, and use of telecommunications transmission line systems to serve public sector work, national defense and security work, and society, aiming to use telecommunications infrastructure efficiently and effectively, create favorable conditions for the development of telecommunications and the internet, enable regional and international interconnection, and jointly contribute to the defense and development of the nation.

Article 2

Telecommunication Transmission Line System. A Telecommunication Transmission Line System is a component of telecommunication infrastructure, including transmitters, receivers, and transmission lines, whether wired or wireless, or a combination thereof, used for transmitting and receiving voice and electronic information signals from one point to another.

Article 3

Definition of Terms. The terms used in this Law shall have the following meanings: 1. Telecommunications means the transmission and reception of information, sound, images, numbers, text, and symbols through wired systems, optical systems, radio frequency wave systems, electromagnetic systems, or a combination of one or more such systems for communication; 2. Telecommunications infrastructure means buildings, structures together with equipment and signal transmission lines, used to support telecommunications network services, such as underground conduits, poles, signal transmission and reception poles, aerial lines, optical fiber cables, copper wires, alloy wires, and transformers; 3. Internet means the interconnection of global computer network systems via telecommunications networks for the transmission, reception, and exchange of information; 4. Wired telecommunications transmission line system means communication that transmits and receives information through wired transmission equipment, such as copper wires, alloy wires, optical fiber (including aerial and underground), cable TV lines, telephone lines, and internet lines (ADSL, FTTH); 5. Wireless telecommunications transmission line system means communication that transmits and receives information through wireless transmission equipment using radio communication frequency waves, such as mobile phone system communication, microwave system communication, and satellite communication; 6. Telecommunications transmission line system service provider means a person authorized under the law to provide telecommunications services in the Lao People's Democratic Republic; 7. Telecommunications transmission line system user means any domestic or foreign individual, legal entity, or organization active and residing in the Lao People's Democratic Republic.
