Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures concerning the management, monitoring, and inspection of satellite communication work, in order to develop this work, ensure quality, and keep pace with the times, aiming to safeguard national security, national defense security, and social order, to be able to integrate with the region and internationally, and to jointly contribute to the national economic and social development.
Article 2
Satellite Communication. Satellite communication refers to a communication technology that utilizes radio communication frequency waves to receive and transmit sound, images, and information between one or more ground satellite stations and satellites located in space orbits.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Communication means the reception or transmission, or both reception and transmission, of signals, information, text, sounds, and images using radio communication frequency waves; 2. Satellite communication equipment means equipment that uses satellite radio communication frequency waves to receive, transmit, or both receive and transmit signals of sounds, images, and information, such as satellite television signal receivers and small satellite communication equipment (Very Small Aperture Terminal, VSAT); 3. Foreign satellite means a satellite registered under a foreign name and providing services; 4. Satellite communication manager means a public official belonging to a unit responsible for satellite communication management within the postal, telecommunications, and communication sector.
