Articles
Article 1
Purpose. This Decree prescribes principles, regulations, and measures for the management, monitoring, and inspection of land vehicle business operations in the Lao People’s Democratic Republic, to ensure such operations are conducted correctly and in compliance with laws and regulations, aiming to protect the rights and interests of operators, consumers, and national interests, and to contribute to the national economic and social development.
Article 2
Management of Land Vehicle Business. The management of land vehicle business refers to the determination of conditions and measures for the establishment, operation, and follow-up inspection of land vehicle businesses.
Article 3
Definition of Terms. The terms used in this Law shall have the following meanings: 1. "Land vehicle business" means business activities related to the import, export, sale, production, and assembly of land vehicles; 2. "Land vehicle" means a vehicle with two or more wheels propelled by an engine on land; 3. "Used land vehicle" means a vehicle that has been used and is subsequently sold or transferred to another person for continued use; 4. "Land vehicle sales premises" means a premises properly constructed for the display and sale of vehicles in accordance with conditions and standards prescribed by relevant regulations; 5. "Land vehicle parts and components" means constituent parts of a land vehicle, including individual parts, fully assembled parts, and parts not yet fully assembled, intended for assembly into a complete vehicle; 6. "SKD (Semi Knocked Down)" means mixed parts and components in a disassembled but not finely disassembled state (approximately fifty percent), not being individual parts; 7. "CKD (Completely Knocked Down)" means mixed parts and components in a disassembled and finely disassembled state, except for electric vehicle engines or battery parts imported from abroad for assembly in factories within the Lao People's Democratic Republic; 8. "IKD (Incompletely Knocked Down)" means disassembled parts and components imported from abroad in CKD form for assembly in a factory but not as a complete set, with some parts and accessories produced and processed domestically; 9. "Parent company authorization letter" means a document certifying the grant of rights for import, export, acting as a sales agent, producing vehicle parts, and/or producing and assembling land vehicles.
