Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the management, tracking, and inspection of the use of the government email system, so that the system can be used conveniently, rapidly, and efficiently in practical work, ensuring the security and confidentiality of government affairs, aiming to promote the comprehensive, centralized use of the system in a unified direction (central and local), serving national administrative management with high efficiency and quality.
Article 2
Government Email. Government email refers to the email system used centrally by state agencies, utilizing the government internet domain .gov.la. It is a system used by government departments for communication, correspondence, and information exchange via the internet network, aimed at enhancing the efficiency of state administrative management, making it convenient, rapid, secure, and economical.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Email (English: e-mail) refers to a document carrying information in electronic form, sent from one computer (including smartphones) to another via the internet network; 2. The @ symbol in email refers to the special symbol located between the username (Name) and the internet domain name (Domain Name); 3. Internet refers to the global computer communication network interconnected via telecommunications networks; 4. Internet Domain Name refers to a name used to replace internet numbers for ease of memory and use; 5. Information refers to content such as numbers, text, images, animations, static images, sounds, and videos; 6. Server refers to a computer system with high job performance capabilities, connected to a network, and installed with software and various programs to provide services to other client computers; 7. Second Level Domain Name (2LD) refers to a specific abbreviation assigned to each organization or institution, located at the second level below the top-level domain, to facilitate differentiation of organization types, such as .gov connecting to the internet system via the country code top-level domain; 8. Third Level Domain Name (3LD) refers to a specific abbreviation assigned for industries, ministries, provincial names, or service provider names; 9. Administrator refers to the manager of the government email system, namely the Ministry of Posts and Telecommunications, responsible for the provision, installation, maintenance, and service of the government email system; 10. User refers to state organizations and public officials authorized to use the government email system.
