Articles

Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures concerning the control of the import, export, and transit of aquatic animals and aquatic animal products within the territory of the Lao People's Democratic Republic, in order to prevent, control, and mitigate the introduction, establishment, spread, and harm of harmful exotic aquatic animal diseases, protect the country's aquatic animal resources, aim to safeguard the life health and safety of humans, aquatic animals, local aquatic species, and the environment, and participate in fulfilling the obligations under the Agreement on the Application of Sanitary and Phytosanitary Measures and various international conventions to which Laos is a party.

Article 2

Import, Export, and Transit of Aquatic Animals and Aquatic Animal Products. The import, export, and transit of aquatic animals and aquatic animal products refer to the activities of the fisheries management agency in implementing various regulatory procedures for the approval of individuals, legal entities, or organizations carrying aquatic animals or their products into, out of, or through Laos via veterinary inspection stations.

Article 3

Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. "Transported Goods" means aquatic animals and aquatic animal products that are moved from one country to another, have been packed, and are accompanied by a list with a health or quarantine certificate issued by the competent authority of the country of origin; 2. "Aquatic Animal Pathogen" means microorganisms, parasites, and fungi that constitute the cause or inducement of aquatic animal diseases; 3. "Infection" means the entry, colonization, or multiplication of aquatic animal pathogens into the bodies of humans, animals, and aquatic animals; 4. "Notifiable Aquatic Animal Disease" means an aquatic animal disease that can be transmitted from aquatic animals to aquatic animals or from aquatic animals to the environment, spreads rapidly, and has negative impacts on health, life, the economy, and society; 5. "Aquatic Animal Quarantine" means confining aquatic animals for rest, normal feeding, monitoring, tracking, inspection, testing, confirmation, treatment, and disinfection; 6. "Risk Assessment" means an assessment conducted to identify the likelihood of biological and economic impacts resulting from importation that may cause harm or spread within the territory of Laos; 7. "Transport" means the conveyance of aquatic animals and aquatic animal products by land, water, or air; 8. "Veterinary Personnel" means veterinarians or appointed persons who have been trained to enhance their knowledge and capabilities to inspect livestock, veterinary, and fisheries work; 9. "CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora)" means the international convention concerning the international trade in endangered species of wild fauna and flora; 10. "OIE (World Organisation for Animal Health)" means the international organization responsible for animal and aquatic animal health work.
