Article 1

Purpose. This Agreement stipulates the policies, principles, management, and planning for the development of the Vientiane Waterway Reserve Area, with the objectives of preventing urban flooding, utilizing it as agricultural land, establishing it as a sustainable green tourism destination, and serving as a measure to mitigate high temperatures and address land, water, and climate change.

Article 2

Definitions. 2.1. The Vientiane Waterway is a waterway combining natural waterways and newly constructed canals, with a total length of 76 kilometers, starting from That Luang Lake—Huay Mario, including: That Luang Lake, Khao Khao Lake, Na Kuai Lake, Sang Hua Po Lake, and Huay Mario (southeast direction); also including That Luang—Sala Kham—Wang Deng Ha and Huay De Canal (southwest direction), collectively referred to as the "Vientiane Waterway." This naming is to commemorate and pay tribute to the 460th anniversary (1560–2020) of the establishment of Vientiane City as the capital of the Lao People's Democratic Republic. 2.2. The management and development of the Vientiane Waterway Reserve Area shall be carried out in accordance with the overall plan of Vientiane City, by rationally formulating and organizing the implementation of the natural resource utilization plan for the area, in compliance with environmental science principles, taking the environment as the foundation for land management and utilization, and adhering to the principles of prioritizing overall interests over individual interests and long-term interests over immediate interests.
