Article 1

Purpose. This agreement stipulates the principles, systems, measures, and methods of organization and implementation for managing and protecting highway reservation zones, to make them efficient and effective, aiming to preserve the scope of highway reservation zones for development, prevent economic and social impacts on the expansion of infrastructure and facilities along the route, ensure sustainability, orderliness, aesthetics, good environmental conditions, and convenience for development, and contribute to promoting the province's economic and social development, making it civilized, prosperous, and just.

Article 2

Management of road reserves. Management of road reserves refers to the designation of management areas reserved for public interest utilities, mainly including drainage ditches, sidewalks, curbs, power grid systems, water supply, telecommunications, traffic safety control systems, roadside trees, road decorations, signal lights, etc., located on the ground, above ground, and underground, within the scope of various types of road reserves, ensuring correctness and compliance with laws and regulations; protection of road reserves refers to the protection of reserved areas on the ground, above ground, and underground within the defined scope.

Article 3

Terminology Explanations. 1. Road reserve zone refers to the area reserved on the ground, above ground, and underground as determined, for public interest purposes; 2. Road reserve zone boundary markers refer to stakes marking the boundaries of the road reserve zone, determined from the center point of each type of road outward to both sides; 3. National road refers to roads connecting provinces, serving as strategic main arteries for national interests and economic-social development, and also as routes connecting international border crossings and sub-regions; 4. Provincial road refers to roads connecting provinces with districts, towns with districts, districts with villages, village groups, and key development target areas, serving as main arteries for the common interests of the entire province; 5. District road refers to roads connecting towns with villages, districts with key village groups, and villages with each other, serving as main arteries for the common interests of the entire district; 6. Rural road refers to roads located outside cities, in remote areas with low traffic volume, connecting villages with each other, villages with key points, production sites, service points, and natural resource areas, serving the common interests of the entire village; 7.
