Article 1
Purpose. This agreement stipulates the principles, systems, rights, duties, and responsibilities of village finance to enhance its capacity to collect certain types of revenues and manage village fiscal budget expenditures, ensuring correct handling in accordance with laws and regulations, and uniformity nationwide, aiming to build villages capable of creating development funds, ensuring revenue and expenditure, and actively participating in building and developing villages in line with the “Three Builds” work direction.
Article 2
Village Finance. Village finance is not an independent budget unit, nor is it another level of the local budget; it is merely a basic unit of economic entities, established to collect certain types of revenues, remit them to the district level as entrusted, and fulfill the duties of village financial management in accordance with the "State Budget Law" and financial regulations, ensuring transparency, fairness, and effectiveness. The person in charge of village finance is the village head or a person authorized as per regulations.
Article 3
Village financial revenue. Village financial revenue consists of types of revenue formally delegated by provinces, districts, and the capital to village finance for collection and management, collected in accordance with regulations, based on the annual budget allocation plan approved by the provincial People's Council upon the proposal of the provincial governor or mayor of the capital. Regarding the study of allocating various types of revenue for collection and management by village finance, the provincial or capital finance department, along with the provincial or capital tax and customs management offices, shall act as advisors to study and formulate the annual budget allocation plan, submit it to the provincial governor or mayor of the capital for deliberation, and then submit it to the provincial People's Council for deliberation and approval.
