Summary

Articles

Article 1

Purpose. This Agreement aims to stipulate principles, measures, and regulations concerning the establishment and management of industrial parks to promote domestic and foreign investment in the establishment and development of industrial parks, as well as investment in the operation of various types of factories within industrial parks, strictly protect the environment, comply with green development policies, aim to promote production for domestic consumption and export abroad, generate revenue for the state budget, and contribute to promoting continuous and sustainable economic and social growth.

Article 2

Industrial Park. An industrial park refers to land that has been developed with a supporting infrastructure system, such as roads, drainage systems, waste treatment systems, flood control systems, electricity, water supply, telecommunications, buildings, residential areas, warehouses, and other necessary facilities, to serve the operation of industrial factories. An industrial park may be established within or outside an industrial zone.

Article 3

Definition of Terms. The terms used in this Agreement have the following meanings: 1. Industrial Zone refers to land reserved or designated for the establishment of processing industry factories or other business activities serving industrial operations, and formally approved by the government; 2. Integrated Industrial Park refers to an industrial processing park engaged in production for domestic sale and export; 3. Export Processing Industrial Park refers to an industrial park specialized in export production, also known as an export processing industrial zone, handled in accordance with the relevant provisions of the Law on Processing Industry; 4. Developer refers to an investor who invests in developing infrastructure on land designated as an industrial park to equip it with supporting facilities, mainly including land leveling, constructing roads within the industrial park and connecting them externally, and installing electricity, tap water, and telecommunications systems; 5. Investor refers to a natural person or legal entity lawfully registered as an enterprise under the laws of the Lao People’s Democratic Republic, engaged in production, trade, or service activities within an industrial park; 6. Administrative Office of the Industrial Park refers to a state organization established within the industrial park under the leadership and management of the Ministry of Industry and Commerce, representing the government in administrative management and providing facilitation services for investment; 7. Economic Management Council of the Industrial Park refers to an ad hoc committee composed of representatives from both the public sector and the developer, responsible for managing development and promoting investment within the industrial park.
