Article 1
Purpose. This Agreement stipulates principles, regulations, and measures regarding the zoning, management, development, monitoring, and inspection of land use in the provincial capital town, in order to make this area a development zone of high quality, maximum efficiency, sustainability, harmony with the landscape, protection of nature, rivers, and the overall environment, and capable of adapting to current and future climate change.
Article 2
Land Allocation, Management, and Development in the Capital Town of Vientiane Province. This refers to the allocation of land to domestic and foreign organizations, individuals, and legal entities within the boundaries of the capital town of Vientiane Province, in accordance with the established plan, in order to promote better development of the area, with management and control over the conduct of activities and construction carried out by relevant parties and the Vientiane Provincial Government.
Article 3
Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. "Land Allocation" means the division of land to domestic and foreign organizations, legal entities, individuals, and enterprises for conducting various business activities within the provincial capital town area, ensuring correctness and compliance with the established provincial capital town plan; 2. "Management" means the guidance and control of the conduct, development, or construction of various activities within the provincial capital town area to ensure correct compliance with urban planning technical standards; 3. "Development" means the improvement, alteration, and construction of various activities within the provincial capital town area to make them better and correctly comply with town planning and legal regulations; 4. "Provincial Capital Town Center" is located within an area of 1,700 hectares, starting from Phongsi Village to Bakayong Village; 5. "Main Road (Line A)" means a road that carries all traffic within the city (including inbound and outbound traffic), with a total width of 37 meters, from Road No. 10 at Phongsi Village (Phongsi South) to Road No. 4507 at the Old Town Village roundabout; 6. "Secondary Road (Line B)" means a road that carries traffic from main roads and various districts within the city, with a total width of 28 meters; 7. "Connector Road (Line C)" means a road responsible for dispersing traffic from main roads, secondary roads, and branch lines, with a width of 18 meters; 8. "Branch Line (Line D)" means a road responsible for dispersing traffic between residential areas and connecting to the city road system, facilitating the extension of infrastructure such as power grids, telecommunications, and water supply; 9. "Special Road" means a road connecting the provincial government office complex to the provincial stadium, with a width of 42 meters; 10. "Building Setback Line" means a line prescribed to define the front position of the ground floor of a building adjacent to the land boundary, extending longitudinally along the road reservation area as defined in the detailed subdivision plan; 11. "Public-Green Area" means an area designated as a place for social and community public recreation, owned and maintained by the State; 12. "Residential Area" means an area designated for the construction of houses, including areas for single-family, semi-detached, and row houses; 13. "Government Office Area" means an area exclusively used for administrative management work; 14. "Commercial-Service Area" means an area equipped with commercial convenience facilities for buying, selling, and exchanging goods; 15. "Mixed-Use Area" means a residential area containing low-rise housing, high-rise housing, row houses, shops, and other services.
