Articles

Article 1

Purpose. This Agreement stipulates principles and regulations concerning the management of deed registration work, making it clear, explicit, and uniform nationwide, aiming to ensure that deed registration work is correct, coordinated, prompt, transparent, and fair, to achieve high efficiency and effectiveness in the management of deed registration work, and to contribute to maintaining social peace, order, and justice.

Article 2

Scope of Application. This Agreement applies solely to the Deed Registration Department of the Ministry of Justice, the Deed Registration Divisions of the Provincial/Capital Justice Departments, and the Deed Registration Units of the District/Municipal/Town Justice Offices.

Article 3

Deed Registration Authority. The Deed Registration Authority consists of the Deed Registration Department under the Ministry of Justice, the Deed Registration Division under the Provincial/Capital Justice Department, the Deed Registration Unit under the District/Municipality/Town Justice Office, and the Deed Registration Unit under the Lao Embassy or Consulate abroad, in accordance with Article 21 of the Law on Deed Registration, the Agreement of the Minister of Justice on the Organization and Activities of the Deed Registration Department No. 407/MOJ (dated April 26, 2017), the Agreement of the Minister of Justice on the Organization and Activities of the Provincial/Capital Justice Department No. 1268/MOJ (dated November 16, 2016), and the Agreement of the Minister of Justice on the Organization and Activities of the District/Municipality/Town Justice Office No. 077/MOJ (dated January 22, 2018).
