Article 1
Purpose. This decree stipulates the principles, regulations, and measures concerning the management, monitoring, and inspection of climate change work, in order to prevent, stop, and mitigate the risks posed by the impacts of climate change. It aims to ensure the safety of people's lives, health, property, the environment, biodiversity, and infrastructure, and to align with regional and international standards, contributing to the sustainable and green development of the national economy and society.
Article 2
Climate change refers to a state where the average surface temperature of the Earth abnormally rises beyond normal thresholds over a long period, caused by direct or indirect human activities, or by nature, resulting in changes in the composition of the atmosphere.
Article 3
Interpretation of Terms. The terms used in this Law shall have the following meanings: 1. “Vulnerability” refers to a state that is sensitive and unable to cope with the impacts of climate change; 2. “Resilience” refers to the ability to respond to impacts or restore the normal state of communities, society (including infrastructure and ecosystems); 3. “Greenhouse gases” refer to gases such as carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6), which are emitted naturally or generated by human activities and rise into the atmosphere to form a greenhouse gas layer, causing global warming or climate change, such as burning fossil fuels, land and forest use changes, and manufacturing and disposal of waste; 4. “Carbon sink” refers to forests, soil, plants, and water resources that absorb and sequester carbon dioxide from the atmosphere through photosynthesis; 5. “Risk” refers to a phenomenon or event that may cause negative impacts on life, health, property, the environment, biodiversity, and infrastructure; 6. “Climate model” refers to statistical calculations based on physical, chemical, and biological characteristics, serving as a component for studying and learning about climate change processes, and used as a target tool for phased assessment and prediction of climate conditions and for incorporation into work implementation.
