Article 1
Purpose. Article 2
Scope of Application. This Decision applies to committees appointed by competent authorities, responsible for monitoring and inspecting the initial stages of state-invested projects in the agriculture and forestry sector.
Article 3
Criteria and conditions for personnel monitoring and inspecting state investment projects in the initial phase of the agriculture and forestry sector. Persons serving as monitoring and inspection personnel for state investment projects in the initial phase of the agriculture and forestry sector must meet the following basic criteria and conditions:
1. Be loyal to the nation, adhere to the Party's lines, policies, and the nation's laws and regulations, and possess a firm political stance and revolutionary moral character;
2. Be a state permanent staff member, possess a certain level of knowledge and ability, and have prior experience in project monitoring and inspection or have been responsible for state investment project work;
3. Have a strong sense of responsibility, be honest, incorruptible, fair, transparent, maintain confidentiality, and serve as a role model in complying with all laws and regulations;
4. Have never been subject to major disciplinary sanctions, have never violated civil law, and have never been deprived of liberty by a court for acts of corruption.
