Articles

Article 1

Purpose. This Decree stipulates the principles, rules, and measures for promoting and encouraging investment in the planting of commercial forests, to ensure the provision of raw materials for processing, generate income, and meet market demand, aiming to increase forest coverage and contribute to national socio-economic development in a green and sustainable direction.
Article 2 Promotion of Commercial Forest Planting: Promotion of commercial forest planting refers to the formulation of policies and measures to encourage the planting of various types of trees needed by the market, for domestic sale, processing, and export as commodities.

Article 2

Definition of Terms. The terms used in this Decree have the following meanings: 1. Planting forest trees means sowing forest tree seeds, planting seedlings and stumps taken from natural forests or nursery seedlings on the land of individuals, legal entities, collectives, and state land allocated by the state; 2. Planted forest trees (timber) means various types of trees planted in a systematic or scattered manner; 3. Systematic planting of forest trees means trees planted in rows with spacing between plants and rows, planted at appropriate spacing according to each tree species; 4. Scattered planting of forest trees means a planting method that is not systematic, not in clumps, not in rows, and with uneven spacing between plants and rows; 5. Leasing or contracting state land for planting forest trees means using forest land approved by the state for planting forestry activities under a contract; 6. Native forest trees means tree species originating and growing in various localities of the Lao People's Democratic Republic.

Article 3

State Policy. The State encourages individuals, legal entities, and organizations to invest in planting timber forests as commercial goods and as raw materials for processing, through the formulation of appropriate policies, such as ownership policies, credit policies, exemptions or reductions of land tax, customs duties, taxes and fees related to tree species and planted timber forests, land lease or concession policies, technical and professional services, etc., in accordance with laws and regulations.
