Article 1
Purpose. This Decision stipulates the principles, rules, and measures for the management, tracking, and monitoring of the quality of the use of the Government Teleconferencing System, in order to enable the management and use of the system to enter practical work conveniently, quickly, and modernly, ensuring the security and confidentiality of official work, aiming to promote the use of the system in a targeted, unified direction, and centralized manner, and to enable its efficient and high-quality use in national administrative management.
Article 2
Government Teleconferencing System. The Government Teleconferencing System refers to a remote conferencing system presented via image and sound systems, computers, or mobile phones, through the national network or the internet, between state agencies or civil servants, allowing participants to use it anytime and anywhere without needing to travel to meet each other. This system will assist in convening meetings between the central government and provinces/capitals or between provinces, aiming for convenience, speed, and cost savings.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. "Video Conference" refers to the merging of conferences held in two or more locations via an internet network system using images and sound, where participants in one location can view the scene of the other location on a screen and both parties can converse in real-time; 2. "Internet" refers to the interconnection of global computer network systems via telecommunications networks for sending, receiving, and exchanging information; 3. "Network Connection" refers to the connection between the telecommunications networks of service providers, enabling users to communicate with each other; 4. "Security" refers to the security of the video conference system, encompassing hardware equipment, software, computer network systems, and the information used by such systems; 5. "Server" refers to a computer system with high processing capability that provides services to other computers using computer programs by connecting to a network and installing software and various programs, and acts as the controller of the video conference system, including image and sound processing servers, File Servers, and Database Servers; 6. "Password" refers to a password set as numbers, uppercase and lowercase letters, or various symbols, used for identity verification, maintaining confidentiality, and preventing unauthorized access to data; 7. "Administrator" refers to the manager of the government video conference system, responsible for the provision, installation, service, and maintenance of the government video conference system; 8. "User" refers to the user of the video conference system, i.e., state agencies and civil servants who have obtained the right to use the government video conference system.
