Article 1

Purpose. This Decision stipulates the principles, procedures, methods, and measures concerning phytosanitary conditions for imports, pre-arrival and at-port plant quarantine station inspections, post-import inspections, and transit, to manage the phytosanitary status of imported and transiting plants, plant products, and regulated articles. It aims to prevent the introduction and spread of harmful organisms into the Lao People's Democratic Republic from abroad, while facilitating trade and contributing to the country's socio-economic development.

Article 2

Phytosanitary measures for imported and in-transit plants, plant products, and controlled items. Phytosanitary measures for imported plants, plant products, and controlled items involve the application of phytosanitary regulations or methods under official import phytosanitary conditions to prevent the introduction or spread of regulated pests that may cause economic impact on Laos. Phytosanitary measures for in-transit plants, plant products, and controlled items involve the application of phytosanitary regulations or methods to goods transported through Laos to third countries.

Article 3

Interpretation of Terms. The terms used in this Decision have the following meanings: 1. Natural enemies of harmful organisms (biological control), refer to natural harmful organisms, organisms acting as antagonists or competitors, or other organisms used to control harmful organisms; 2. Import conditions, refer to regulations established by the plant protection and quarantine management authority for controlling regulated articles imported into Laos; 3. Phytosanitary import permit, refers to an official document issued by the plant protection and quarantine management authority for permitting the import of goods under specified conditions; 4. NPPO (National Plant Protection Organization), refers to the Department of Agriculture, which is the representative body of the Lao National Plant Protection Organization as defined in Article I of the International Plant Protection Convention; 5. IPPC, refers to the International Plant Protection Convention (1997 revision); 6. ISPM 15, refers to the International Standard for Phytosanitary Measures No. 15 of the International Plant Protection Convention concerning the control of wood packaging material in international trade; 7. Living Modified Organism (LMO), refers to an organism processed through genetic engineering processes using modern biotechnology.
