Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the professional ethics of public servants, serving as a basis for the Party, the State, the Lao Front for National Construction, the National Veterans Federation, and central and local mass organizations in their implementation and organization. It aims to manage, educate, and cultivate public servants, enabling them to possess firm political qualities, strong revolutionary moral qualities, a high sense of responsibility towards their duties, self-discipline, respect for, and strict and effective compliance with laws and regulations, thereby contributing to the defense and development of the nation.
Article 2
Professional Ethics of Public Officials. The professional ethics of public officials are the code of conduct that every public official must respect and strictly adhere to.
Article 3
Principles of Professional Ethics for Public Officials. The professional ethics of public officials are based on the following fundamental principles: 1. Performing duties with loyalty and honesty, respecting and adhering to the Party's policies, the Constitution, laws, and state regulations; 2. Enhancing national consciousness, prioritizing the overall interests of the nation, the people, society, and the organization over personal interests; 3. Maintaining proper conduct and appropriate behavior at all times and in all places; 4. Ensuring equality between male and female public officials and among all ethnic groups.
