Articles

Article 1

Purpose. This agreement stipulates principles, systems, and measures concerning the rights of foreign merchants to trade in import and export goods, with the aim of liberalizing and creating favorable conditions to facilitate the import and export of goods, thereby supporting and promoting domestic trade and production to become strong, capable of integrating with regional and international economies, and contributing to the socio-economic development of the country.

Article 2

Trade Rights of Foreign Merchants. The trade rights of foreign merchants refer to the right of foreign merchants who have not registered an enterprise in the Lao People's Democratic Republic to import and export goods under the conditions stipulated in this agreement.

Article 3

Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Foreign Traders refer to individuals or legal entities engaged in business operations abroad and not registered as enterprises in Laos; 2. Domestic Traders refer to individuals or legal entities engaged in business operations in Laos and authorized to sell goods, including Lao nationals and foreigners; 3. Trade Rights Certificate refers to a document certifying the rights of a foreign trader to engage in trade activities.
