Article 1
Purpose. This Agreement stipulates the fundamental principles, systems, and measures for the sustainable management, protection, development, use, and inspection of forest land, promoting the restoration, afforestation, and expansion of forest resources in Champasak Province, striving to achieve the Lao government's target of 70% forest cover by 2030, maintaining natural balance, making forest land an inexhaustible source of livelihood and use for residents, while ensuring environmental protection, water source conservation, prevention of soil erosion, maintenance of soil quality, and protection of species, trees, aquatic and wildlife, contributing to the continuous expansion of the province's socio-economic development.
Article 2
Management and Development of Forest Land. The provincial government entrusts the agriculture and forestry department as the representative for the management and development of forest land, establishing mechanisms to collaborate with relevant industry sectors, local administrative authorities, and various social parties in studying regulations, policies, methods, and measures to manage, protect, utilize, and develop forest land in balance with the forest ecosystem.
Article 3
Definition of Terms. The meanings of terms used in this Agreement are as follows: 1. Forest land means all land parcels covered or not covered by trees and designated as forest land by the state; 2. Forest land conversion means changing the type of forest land to other types of land and other uses; 3. Forest land lease or concession means using forest land for carrying out forestry activities, such as forest restoration, afforestation, non-timber forest products, and industrial tree plantations; 4. Protection forest land, conservation forest land, and production forest land mean all land parcels covered or not covered by trees and designated by the state as protection forests, conservation forests, and production forests; 5. Degraded forest land means forest land where trees have suffered continuous and severe damage, causing an imbalance of organic matter, making it impossible for the forest to naturally regenerate into dense forest; the plants and trees growing on degraded forest land are mostly thatch grass, shrubs, small bamboo, or other grasses; 6. Barren forest land means forest land without trees due to natural or human-caused destruction; 7. Forest land development means improving degraded soil into fertile soil and enhancing soil quality; 8. Strict protection zone means forest land serving as habitat, feeding, and breeding grounds for various animals, with diverse and dense plant species; forestry activities and collection of forest products are not permitted in this zone, and entry without permission is absolutely prohibited; 9. Controlled use zone means designated forest land adjacent to or near the strict protection zone; this zone must be protected like the strict protection zone, but residents are permitted to use timber and forest products only in accordance with the resettlement plan; 10. Corridor zone means forest land designated to protect wildlife passages between various forest types and to maintain wildlife survival and reproduction; tree cutting, forestry activities, or other activities that obstruct or destroy wildlife passages are prohibited in this forest zone; 11. Buffer zone means forest land surrounding protection forests, conservation forests, and production forests, with a width of one hundred to five hundred meters.
