Article 1
Purpose. To establish principles, systems, measures, standards, and calculation and assessment methods for compensation for losses, valuation, and assessment of compensation amounts and loss values for buildings, production land, and crops of residents, ensuring transparency and fairness towards affected persons; to guide development project owners in correct and effective implementation; to ensure loss compensation, resettlement, creation of stable employment, and improvement of residents' lives to a level better than before, and to enable projects to contribute to the sustainable socio-economic development of the country.
Article 2
Loss Compensation. Loss compensation refers to compensation provided in the form of land, physical assets, or cash, based on replacement value, for land, buildings, crops, livestock, and income affected by a development project.
Article 3
Resettlement - Relocation - Migration of Residents. Resettlement - relocation of residents refers to the process where persons affected by a development project move out of their original residential area and relocate to a new residential area designated according to the development project's resettlement plan (approved by the majority of affected persons), including their relocation and migration along with the restoration of their livelihoods.
