Article 1
Purpose. Article 3
Interpretation of Terms. 1. Disaster refers to hazards caused by natural and human activities. — Natural disasters refer to events, phenomena, and changes in nature, such as floods, droughts, storms, pest infestations, epidemics, hailstorms, and earthquakes; — Human-induced disasters refer to emergencies and environmental hazards caused by human activities, such as fires, spread of forest fires, chemical spills, unexploded ordnance, and accidents. 3.
