Article 1
Purpose. This Decree stipulates principles, regulations, and measures concerning the management, follow-up, and inspection of competition and commendation work, so that such work is organized and implemented effectively, efficiently, and uniformly, creating conditions, providing encouragement, and promoting innovative thinking and outstanding achievements for individuals, legal entities, and organizations participating in competitions and commendations nationwide, turning it into a strong, broad, and deep movement, contributing to the cause of defending and developing the nation.
Article 2
Competition and Commendation. Competition refers to organized activities conducted by individuals, legal persons, and various organizations, aimed at mobilizing and gathering competitive forces, promoting innovative thinking, organizing the execution of work tasks, achieving outstanding results, and contributing to the cause of national defense and development. Commendation refers to praising and recording the merits of individuals, legal persons, and organizations that have achieved outstanding results and contributed to the cause of national defense and development.
Article 3
Principles of Competition and Commendation. Competition and commendation shall adhere to the following basic principles: 1. Ensuring the implementation of guidelines, policies, and laws; 2. Ensuring that people from all social strata can participate in competition and commendation; 3. Clarity, openness, equality, transparency, fairness, and timeliness; 4. Ensuring the unity of the content, form, and significance of commendation; 5. Combining spiritual motivation with material incentives.
