Article 1
Over the past period, Party and State organs at central and local levels, the Lao Front for National Construction, and mass organizations have continuously paid attention to and been responsible for carrying out the training and development of civil servants within their systems, enabling civil servants to enhance their knowledge and capabilities and to perform their respective duties effectively; to continue advancing the reform cause of the Party and Government, particularly to implement Chapter 8, Part II of the Law on Civil Servants concerning the training and development of civil servants, the Government has promulgated Decree No. 294/ລບ on Training and Development of Civil Servants (dated September 4, 2017). To provide a basis, understanding, unified awareness, and facilitate effective and practical implementation for Party and State organs at central and local levels, the Lao Front for National Construction, and mass organizations, it is necessary to issue an instruction for further clarification. Therefore, the Minister of Home Affairs issues the following detailed instruction on the implementation of the Decree on Training and Development of Civil Servants:
