Article 1
Purpose. This Agreement stipulates principles, regulations, and measures regarding the management, tracking, inspection, determination of compensation prices for obstacles, and resettlement of affected persons, to ensure the handling and mediation of those affected by the renovation and maintenance project of National Road No. 13 North in Nasaythong District, Vientiane Capital, enabling them to receive compensation, assistance, and to restore their lives to a state better than before or equivalent to the original; while also ensuring uniformity, accuracy, appropriateness, and efficiency in the organization and implementation of handling and mediation work.
Article 2
About This Project. The project for the renovation and repair of National Road No. 13 in Nasaythong District (hereinafter referred to as the "Route 13 North Project") is a priority project of the government, aimed at promoting and supporting economic and social expansion. This project receives low-interest loans from three financial institutions, namely: the World Bank, the Asian Infrastructure Investment Bank, the Nordic Fund, and counterpart funding from the Lao government. The project has a total length of 58 kilometers, with a total construction cost of 128 million US dollars; the project design includes reinforced concrete pavement, upgrading and renovation of 7 bridges, improvement of drainage systems, improvement of road curves to meet standards, and raising the road surface in areas prone to flood risk. The project implementation period is 10 years, with a construction period of 3 years (2019-2023) and a maintenance period of 7 years (2023-2027); the section from the Xike intersection to the Songpong village is renovated and expanded from 2 lanes to 4 lanes, with a total width of 23 meters; the section from Songpong village to Phonhong is renovated as 2 lanes, with a total width of 15 meters.
Article 3
Scope of Application. This agreement applies to Party and state organizations, mass organizations, society, individuals, legal persons, and all relevant parties, for the compensation and resettlement of obstacles affecting those impacted by the No. 13 North Road project on the Nasaithong District section of Vientiane City. This road section is 31.8 kilometers long, passing through 24 villages, from Saimongkhun Village to Nadi Village, located in Nasaithong District, Vientiane City.
