Article 1

Guidance: On the Implementation of the Decree on Performance Evaluation of Civil Servants. In the past period, central and local party-state organizations, the Lao Front for National Construction, and mass organizations have focused on carrying out the performance evaluation of civil servants to use the evaluation results as a basis for continuous planning and development of civil servants within their respective duties; to continue advancing the reform efforts of the Party and Government, particularly to implement the provisions of Chapter 7, Part II of the Law on Civil Servants regarding performance evaluation of civil servants, the Government issued Decree No. 300/Govt on September 13, 2017, on Performance Evaluation of Civil Servants. To provide a basis for central and local party-state organizations, the Lao Front for National Construction, and mass organizations to have a common understanding and facilitate implementation, ensuring that the performance evaluation of civil servants is effectively established, it is necessary to issue guidance for supplementary clarification. The Minister of Home Affairs hereby issues the following guidance.

Article 2

1. To implement certain provisions of the Decree on Performance Evaluation of Civil Servants concerning the evaluation process; 2. To explain and guide the principles, regulations, and measures for the implementation of civil servant evaluations in a detailed, clear, rigorous, understandable, and actionable manner; 3. To provide a basis for ministries, ministerial-level agencies, and civil servant management agencies at the central, provincial, and county levels to correctly follow the methods, steps, and ensure quality in implementation; 4. To enable evaluation results to be used in the development and management of civil servants, in line with the needs of organizations at each stage.

Article 3

(Article 4 of the Decree) Principles for evaluating the work performance of public officials shall follow the following: 1. Democratic centralism, collective consultation and decision-making, individual responsibility, minority submitting to the majority, individuals submitting to the organization, and lower levels submitting to higher levels; 2. Evaluation shall be conducted based on comprehensive standards and specialized standards for various types of public officials; 3. Ensuring openness, transparency, objectivity, equality, fairness, clarity, evidence-based assessment, and internal unity; 4. Ensuring adherence to the methods, steps, and prescribed time limits for evaluation. The principle of evaluation based on comprehensive standards and specialized standards for various types of public officials as stipulated in item 2 shall follow the following: The determination of comprehensive standards has been specified for various types of public officials in item 8 of Article 8 of this Guide; the determination of specialized standards refers to establishing benchmarks for professional knowledge, abilities, experience, and work performance results, to be determined by relevant organizations as a basis for refinement to align with the industry; in addition to the comprehensive standards specified in item 8 of Article 8, refinement shall be carried out according to the work performance results standard items in item 9 of Article 9 of this Guide.
