Article 3
Policies for the Promotion of Small and Medium Enterprises. The province encourages and supports the development of small and medium enterprises through measures such as direct and indirect financial support, professional training, application of science and technology, market exploration, and establishment of commodity standards. The province encourages and supports domestic and foreign individuals, legal entities, and investors to invest in and operate small and medium enterprises by arranging land leases or concessions for the production, construction of processing plants, commodity storage, import of materials, equipment, machinery, vehicles, tools, raw materials, seeds, etc., engaging in production, processing, trade, and services, in accordance with relevant laws and sub-law normative documents.
