Articles
Article 1
Purpose. This Agreement stipulates the principles, rules, and measures for the management, inspection, and supervision of postal service business operation licenses, in order to ensure correct and standardized postal services, aiming to promote the widespread, modern, high-quality, convenient, swift, safe, and universal use of postal services domestically and internationally, contributing to the national economic and social development.
Article 2
Postal Service Business Operation License. A postal service business operation license refers to the permission granted to individuals, legal entities, and organizations to conduct postal service business activities in accordance with the types and scope of services specified in the license.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Postal service refers to providing facilities in the postal field and serving society, such as mail delivery services, postal information services, postal financial services, postal product services, or other services; 2. Mail delivery service refers to the service of receiving, sending, and delivering deposited items via postal means; 3. Postal information service refers to the service of receiving, sending, and providing information in document and electronic forms through the postal network; 4. Postal facility service refers to the service of assisting in the preparation of postal deposited items before sending and delivery; 5. Postal financial service refers to the service of conducting financial transactions through the postal network; 6. Postal product service refers to the production and sale of stamps, postcards, envelopes, souvenirs, and other items in accordance with postal principles; 7. Postal deposited item refers to items sent via postal service, including postal letter items, postal parcels, and postal logistics; 8. Postal letter items refer to letters, postcards, documents, and small items weighing no more than two kilograms per envelope or package; 9. Postal parcel refers to items packed in boxes or bags, each weighing more than two kilograms but not exceeding fifty kilograms; 10. Postal logistics refers to items of large size or special shape, each piece (box, bag, set) weighing more than fifty kilograms but not exceeding two hundred kilograms; 11. Universal Postal Union (UPU) refers to the international organization under the United Nations responsible for postal work; 12. Universal Postal Union documents refer to various postal service documents using symbols, trademarks, forms, and procedures in accordance with the UPU constitution and rules; 13. Sending method refers to the method of sending from one country to another, which may be by land, water, and/or air; 14. Sending route refers to the route connecting to the destination country, and a particular route may connect to one or more countries.
