Articles
Article 1
Purpose. This Agreement stipulates the standards for financial service accessibility for villages, large villages serving as rural small towns, and districts nationwide, in order to implement Decree No. 348/Government, dated November 16, 2017, on Poverty Standards and Development Standards in the financial and banking sector, aiming to contribute to rural development and effective poverty reduction.
Article 2
Accessibility of Financial Services. Accessibility of financial services refers to the ability of the people to use any financial product offered by a financial institution, fund, or other legal entity, or to use any service channel of the aforementioned financial institutions.
Article 3
Interpretation of Terms. The meanings of the terms used in this Agreement are as follows: 1. Financial services refer to any service provided by a financial institution, fund, or other legal entity, mainly including: deposit-taking, lending, pawnbroking, credit leasing, settlement services, currency exchange, remittance services, or insurance; 2. Households with access to financial services refer to households where family members can use any of the financial services specified in paragraph 1 of this Article; 3. Financial institutions refer to banks, microfinance institutions, credit and savings cooperatives, credit leasing companies, insurance companies, pawnshops, and other organizations established and lawfully conducting financial services in accordance with laws and regulations; 4. Funds refer to savings units established by villages or government agencies for taking deposits and granting loans among their members; 5. Legal entities providing financial services refer to postal and telecommunications companies, express remittance companies, and other legal entities licensed by the Bank of the Lao PDR and relevant authorities; 6. Service points of financial institutions or other legal entities refer to services provided through head offices, branches, service units, and other channels; 7. Service channels of financial institutions refer to agents and various electronic tools, such as mobile phones, point-of-sale machines, etc.
