Article 1

Household Registration Activities under the Responsibility of the Interior Department. The household registration work activities under the responsibility of the Interior Department refer to the registration records or entries concerning births, marriages, divorces, deaths, and changes of name or surname.
Article 3
Importance of Family Registration Activities. Birth registration is for collecting statistics on children's births, growth of families and population members, serving as a legal certificate for the people, enabling them to access basic services such as healthcare, education, and social insurance; it also serves as foundational data for economic and social development. Marriage registration is for collecting statistics on family formation, confirming the marital status of individuals, and maintaining social peace and order. Divorce registration is for collecting statistics on the separation of spouses, reconfirming the single status of each spouse and their eligibility to remarry, while also serving as a basis for formulating policies to reduce divorce and strengthen the family as a robust unit of society. Death registration is for serving as a basis for initiating inheritance, calculating the average life expectancy of the people, and collecting statistics on deaths. Name change registration is for confirming the reasons and necessity for changing one's name, restricting individuals from changing their names for illegal activities such as committing crimes and evading legal consequences.
